Head of paid service, Directors and Chief Officers reporting directly to them

6.1 Recruitment

Where the Authority proposes to recruit internally only or internally/externally to a vacant post of Chief Executive, Director or other Chief Officer the Council will establish an Appointments Panel. This will not apply when the role, responsibilities, terms and conditions of an officer covered by the Officer Employment Procedure Rule are revised as a result of organisational change in accordance with the Authority’s reorganisation procedures. There is presumption that all staff are treated fairly and equally. The Authority will:

  • a) make arrangements for a statement to be drawn up specifying:
    • the duties of the post concerned; and
    • any qualifications or qualities to be sought in the person to be appointed; and
    • the salary package for the post which the Appointments Panel must work within when making appointments.
  • b) make arrangements for the post to be advertised in such a way as is likely to bring it to the attention of persons who are qualified to apply for it; and
  • c) make arrangements for a copy of the statement mentioned in paragraph (a) to be sent to any person on request.
