Energy Company Obligation (ECO) – help with home energy efficiency
What is the Energy Company Obligation?
The Energy Company Obligation (ECO) is a government scheme that helps reduce carbon emissions and tackle fuel poverty. It provides funding for energy-saving improvements in homes across the UK.
Who can get help?
You may be eligible if:
- you live in a privately rented or owner-occupied home
- you are on a low income or at risk of fuel poverty
- someone in your household is vulnerable to cold
The Electricity and Gas (Energy Company Obligation) Order 2018 sets out the households who would automatically qualify for energy savings measures.
Warm Homes: Local Grant (Warm Homes Hartlepool)
We have been awarded funds by the Department of Energy Security and Net Zero to provide energy efficiency measures for eligible homeowners and private tenants.
Applications will be opening in late 2025 and an application link will be shared on this page.

Flexible eligibility
Local authorities can refer households for support under flexible eligibility. This allows energy companies to help more people who may not qualify under the standard rules. We currently offer this service with a small number of local installation companies. For further information please contact us at energy.efficiency@hartlepool.gov.uk
We have set our own criteria for flexible eligibility. These are outlined in our latest Statement of Intent (PDF).
Important to know
Meeting the eligibility criteria does not guarantee funding. The final decision is made by the energy supplier and depends on:
- the survey carried out by the energy company or their authorised installer and installation costs calculated;
- the energy savings that can be achieved for a property; and
- whether energy companies have achieved their ECO targets or require further measures to meet their ECO targets.
