Tender for the contract for the provision of supported accommodation including accommodation-based and dispersed for individuals who are homeless or at risk of becoming homeless
Hartlepool Borough Council (the Council) is seeking to commission a Provider to deliver an integrated supported housing service for individuals who are homeless or at risk of becoming homeless within the Borough. The Service will combine both accommodation-based and dispersed supported housing provision for individuals with medium to high and complex needs within Hartlepool.
This commissioning opportunity will establish a single Provider responsible for delivering a flexible, outcome-focused service that supports individuals to access safe and suitable accommodation, stabilise their circumstances, develop independent living skills, and successfully move on into and sustain long-term housing. The Service forms a key part of the Council’s strategic ambition to reduce homelessness and rough sleeping, improve health and wellbeing, and enable residents to live safe, independent and fulfilling lives. The contract will be awarded as a single lot and will require the Provider to deliver a coordinated pathway comprising both accommodation-based provision and dispersed supported housing across the borough of Hartlepool.
The Service will support individuals aged 18-70 who are experiencing homelessness or are at risk of homelessness and present with multiple and complex needs, including mental ill health, substance misuse, offending history, trauma, and repeat homelessness. The Provider will be responsible for ensuring that Service Users receive person-centred, trauma-informed and outcome-focused support, with a strong emphasis on prevention, early intervention, partnership working, and sustainable move-on pathways. The Service must operate 7 days per week and include robust safeguarding, risk management, and multi-agency working arrangements.
The contract will be awarded for an initial period of 3 years, with the option to extend for a further 2 years, subject to performance and at the discretion of the Council. The maximum contract value is £350,000 per annum.
The Council is seeking a Provider with demonstrable experience of delivering supported accommodation for individuals with complex needs, who is a Registered Provider with the Regulator of Social Housing and able to supply and manage all accommodation required for the delivery of the Service within Hartlepool.
