Tender for the Crisis Resilience Fund – Central Advice Contract

The Crisis Resilience Fund (CRF) is a new national funding programme for local authorities in England, launching on 1 April 2026 and running to 31 March 2029. It was announced as part of the June 2025 Spending Review and formally confirmed in Department for Work and Pensions (DWP) guidance published in January 2026. The CRF provides £1 billion per year to councils on a multi‑year, ringfenced basis.   

The CRF replaces the Household Support Fund (HSF) with the explicit intention of moving from short-term crisis mitigation towards prevention, financial resilience, and reduced reliance on emergency support such as food banks. This is an approach the Council and local stakeholders including the community and voluntary sector strongly support.

Hartlepool Borough Council requires to commission a proactive advice and support service to Hartlepool residents enabling service users to improve financial resilience. The government have issued a three-year award from 2026/27 to 2028/29.
