Council Tax and Business Rates Frequently Asked Questions

What is Council Tax?

Council Tax is a property based tax. The amount payable may vary depending on the number of people who live in the property. Council Tax goes towards paying for council services including education and social services. Additional charges are made by the Cleveland Police Authority and Cleveland Fire Authority. This is collected by Hartlepool Borough Council in addition to the charge made for council services.

The council receives money from the government and income from Business Rates. However this is not enough to cover the cost of Council services. The difference is made up by the Council Tax you pay.
