Town Deal

In 2021, Hartlepool was awarded £25 million under the Government’s Town Deal to deliver innovative regeneration plans and proposed developments that were set out in the adopted in the Town Investment Plan, following intensive consultation and responses from over 400 individuals and organisations. The process was led by Hartlepool Borough Council and the Hartlepool Town Deal Board comprising representatives of the local public, private and voluntary sectors - and shaped by consultation with the local community.

Town Deal Projects

In 2022, the Council developed strong business cases for five transformational projects and following approval by the governments Department for Levelling Up Housing and Communities, all five schemes are now entering their delivery phase from May 2023 to March 2026. The five projects are:

  • The £13.8m Reimagining Middleton Grange shopping centre, delivering a restored and repurposed Grade II heritage building, the former Binns Department Store designed for new flexible, mixed use space and new civic public space at the redefined ‘Heart of Hartlepool’
  • A £1.4m investment in the Grade II listed Wesley Chapel in partnership with Jomast to restore as a 36 bedroom boutique hotel and hospitality venue with commercial units
  • A £6.2m Waterfront Connectivity project comprising public realm and connectivity enhancements around the marina in order to realise the potential of this area, integrate new land uses and provide the opportunity for improved connections between the waterfront, the town centre and the train station.
  • A £1.25m investment in a new Health and Social Care Academy in partnership with North Tees and Hartlepool NHS Foundation Trust delivering state of the art, wide ranging skills and training opportunities including simulation of ‘at home’ Health and Care scenarios such as community health, dementia care and child and vulnerable adult safeguarding.
  • A £2.25m Civil Engineering Academy in partmership with Seymours Civil Engineering to enable increased capacity for learning and skills development including rail infrastructure, welding and fabrication, groundworks and wider civil engineering activities

Town Deal Board

The process- for acquiring Town Deal funding was led by the Hartlepool Town Deal Board comprising representatives of the local public, private and voluntary sectors - and shaped by consultation with the local community.

Understanding local aspirations and concerns has already helped shape the proposals for Hartlepool and ensured that the priority projects identified will create lasting benefits for existing and future residents.
