Local Government Transparency Code

In February 2015 the Secretary of State for Communities and Local Government issued the "Local Government Transparency Code 2015" and the "Local Government Transparency Code 2015 Frequently Asked Questions". The code sets out the minimum data and information that all Local Authorities must publish, the frequency it should be published and how it should be published. The full documents can be accessed via the Gov.uk website.

The following tables set out links to the mandatory data and information that the Council is required to publish quarterly, annually and only once.

All of the information provided can be used and re-used under the terms of the Open Government Licence, published by the National Archive - please familiarise yourself with the terms of the licence before re-using any of the data.

Information which must be published quarterly:



Expenditure over £500 - each individual item of expenditure above £500 (individual invoices, grant payments, expense payments, payments for goods & services, grants, grant in aid, rent, credit notes over £500 and transactions from other public bodies).

Government Procurement Card Transactions - for every transaction on a Government Procurement Card. This information is included in the expenditure over £500 publication.

Hartlepool Borough Council has reintroduced its Housing Revenue Account in April 2016 and this data is now available.

In addition the Council is required to provide:

· a list of responsibilities e.g. the services and functions they are responsible for, budget held and number of staff)

· details of bonuses and 'benefits-in-kind' for all senior employees whose salary exceeds £50k

Hartlepool Borough Council has no employees who receive bonuses or 'benefits-in-kind'.
