Business Rateable Values

An independent valuation officer of the Valuation Office Agency fixes the rateable value of non-domestic properties. All rateable values for properties in Hartlepool are shown in the local rating list and can be viewed on the Valuation Office Agency website.

From the 1st of April 2017 the rateable value of a property represents its notional annual open market rental value as of the 1st of April 2015.  The valuation officer may alter the value any time if he believes that the circumstances of the property have changed.

Appeals  The ratepayer (and certain others who have an interest in the property) may propose a change in value. Circumstances in which a change in rateable value may be proposed and how such a proposal can be made, is available from the Valuation Office Agency.Tel 03000 501501. When the appeal is settled, the council will refund with interest any difference between the amount you have already paid and any reduction resulting from the appeal. Interest will not be paid if a liability order has been issued against you.

YOU MUST CONTINUE TO KEEP UP YOUR PAYMENTS AS SHOWN ON YOUR ORIGINAL BILL. IF YOU DON'T THE COUNCIL WILL TAKE RECOVERY ACTION.

RATING ADVISERS Ratepayers do not have to be represented in discussions about their rateable value or their rates bill. Appeals against rateable values can be made free of charge. However, ratepayers who do wish to be represented should be aware that members of the Royal Institution of Chartered Surveyors and the Institute of Revenues Rating and Valuation are qualified and are regulated by rules of professional conduct designed to protect the public from misconduct. Before you employ a rating adviser, you should check that they have the necessary knowledge and expertise, as well as appropriate indemnity insurance. Take great care and, if necessary, seek further advice before entering any contract.
