In December 2022, Hartlepool Borough Council welcomed a team from the Local Government Association (LGA) as part of a corporate peer challenge. The visit took place from 6 to 9 December 2022 and involved experienced officers and councillors from other local authorities.
The purpose of the visit was to:
- share learning and best practice
- provide constructive challenge
- help us reflect on how we work and identify areas for improvement
What happened during the visit?
The Peer Team spent time with staff, councillors, and partners to understand how the Council operates. At the end of the visit, we received a comprehensive feedback report with recommendations for improvement.

In March 2023, the Council approved an Action Plan setting out how we would respond to the Peer Team’s recommendations.

As part of the LGA process, a progress review was held on 30 August 2023. This allowed us to:
- Update the Peer Team on our progress
- Receive further feedback
- Discuss any new challenges or opportunities
