Permit Controlled Parking Zones - Residential and Business/Commuter

New Residential Parking Scheme Terms & Conditions of Issue

 1.  Applications for residents, visitor or open permits must be made by the householder.
 2.  When applying for a permit the resident must provide a) Proof of their identity, b) Proof of their residence at the property, c) Vehicle details.
 3.  Permits are valid for one year from the date of issue unless otherwise stated.
 4.  Permits should be cancelled online. Open permits must be returned. If more than 6 months is remaining on the permit then a 50% refund will be applicable.
 5.  A charge of £20 will be made for replacement open permits.
 6. Charges are reviewed annually but are currently based on the number issued per household. The incremental charges below are applied to any residents, visitor or open permit.

  • First Permit - £15
  • Second Permit - £25
  • Third Permit - £40
  • Subsequent Permits - £40

 7. In the case of residents in zone M (St David’s Walk), due to the limited number of parking bays per eligible property, permits are restricted to a maximum of 2 per household.
 8.  In all other residents controlled zones, there are currently no restrictions on the number of residents or visitor permits issued per household. Open permits (where no vehicle registration details are required) are capped at one per household.
 9.  Businesses operating in a residential zone can apply for up to 2 business permits currently charged at £350 per annum. The business will be required to provide proof of business operating at those premises
10 Concessionary permits can be issued to the following businesses operating in a residential zone for the use of their clients. The permit allows them to park during their visit, however there is maximum period depending upon the permit type. These permits are £20.00 each. The business will be required to provide proof of the business operating at those premises.

  •  Hairdressers
  • Garages
  • Funeral Homes
  • Charities
  • Nursing Homes
  • Religious Premises
  • Hotels / Guest Houses

Concessionary permits can be issued for the occupations listed below. The permit allows you to park in residential zone(s) for the duration of the visit, up to a maximum of 2 hours at any one time. These permits cost £20.00 each.  Proof such as proof of employment, vehicle details and a statement of the reason the permit is required will need to be provided dependent upon the type of permit.

  • Health / Care workers
  •  Funeral Directors
  •  Religious Persons
  •  Landlords

11. Waivers. These permits are available only for individual permit zones. They are suitable for builders & other trades persons who need to park in a residential zone all day. They are available for 1-10 days at a price of £10.00 per day. You can apply in advance for these permits or on the day.  Please note that all permits, with the exception of a residents open permit, are virtual permits and no physical permit will be issued.
12. By accepting the permit the applicant accepts the terms and conditions of issue and use.
13. Permits are valid during the following times:

  • a) Monday – Saturday between the hours of 8.00am – 8.00 pm. (Town Centre Zones)
  • b). Monday – Sunday between the hours of 8.00 am – 8.00 pm Seaton & Park Avenue

14. Open permits must be displayed and clearly visible for inspection by the Civil Enforcement Officer.
15.  Permits are only valid in the parking bay or street of issue. If no space is available parking will be permitted in the nearest adjacent street. The permits will not be valid for any other controlled zone.
16.  Permits are not transferable.
17.  In the case of visitor and open permits, the permits are only valid when used for the purpose of visiting the address for which the permit has been issued. The permit will only remain valid for the duration of the visit and a Penalty Charge Notice could be issued if the driver / permit holder is not present at the appropriate property.
18. Concessionary permits are issued to essential workers who are required to visit residents within the controlled parking zone. The concessionary permits will be considered valid for the maximum period of 2 hours. Thereafter a penalty charge notice may be issued. The permit can only be used by the permit holder to visit a resident in connection with the purpose of business for which the permit has been issued, and are only valid for the zone in which they are issued.
19. Concessionary permits to businesses operating within residential parking zones. These are provided for the use of clients visiting their premises. The concessionary permit is valid for a maximum period depending upon the permit type and are only valid in the zone for which they are issued.
20.  Waivers are only valid for between 1 and 10 days in the permit zone for which they are issued. They allow all day parking within the zone.
21. Where a permit is issued which covers more than one vehicle it is the responsibility of the applicant to ensure the vehicle parked in the parking bay is valid on the permit.
22.  Reported cases of misuse of the permit could result in the cancellation / non renewal of further requests to residents, organisations, businesses or individuals.
23. The permit is only valid for the zone applied for, in parking bays signed ‘Residents Permit Holders Only’.
24. Vehicles must be parked within the markings of the designated bays.
25. Your permit is not valid for parking on any ‘on street restrictions / prohibition orders’ nor is it valid in suspended bays, regardless of whether or not the reason for the suspension is apparent. You should always check the sign close to the bay where you park to make sure you can use it.
26. Non compliance of the Traffic Regulation Order will result in the issue of a Penalty Charge Notice by Civil Enforcement Officers under the jurisdiction of the Traffic Management Act 2004. This legislation places the responsibility for compliance of any restrictions on the registered keeper of the vehicle. It is therefore the owner of the vehicle who would be directly responsible for any Penalty Charge Notice issued, irrespective of whether they were responsible for the contravention or not.
