Meeting to consider Seaton parking controls

THE future of experimental parking controls at Seaton Carew is to be considered by Hartlepool Borough Council's Neighbourhood Services Committee at a meeting next week.

The meeting will take place on Monday (22 January) at 6pm in the Council Chamber at Hartlepool Civic Centre.

There will be opportunities for members of the public to ask questions.

The experimental controls which became operational in mid-May last year and ran until October 31, included car park and on-street pay and display charges, resident permit parking, business permit parking and disc parking zones.

Councillor Dave Hunter, Chair of the Neighbourhood Services Committee, said: “We staged a series of consultation meetings last year to listen to people whilst the experimental controls were in place, and we always said that a full review would be carried out at the end of the trial period to gauge the impact of the controls on residents, businesses and visitors.”

The committee is now being asked to approve a series of proposals, including:

  • Pay and display charges to apply from 1 April-31 October
  • Enforcement to be carried out from 9am-6pm, seven days a week
  • Parking tariff charges to remain at £1 for up to 2 hours, £1.50 for up to 4 hours and £2 for all day parking
  • Off-street pay and display charges in the Sea View, Rocket House and Coronation Drive car parks
  • On-street pay and display parking areas on The Front and The Cliff (eastern side only)
  • Designated business permit areas
  • Resident permit parking areas
  • A free 1-hour disc parking area on The Front and a free 2-hour disc parking area in the Station Lane car park (within Seaton Park)
  • Additional on-street disabled parking bays on The Front within the disc parking area

Councillor Hunter added: “Following the first consultation meeting in May, we took immediate action to amend the parking controls in response to comments expressed by some of the people present.

“Given the subsequent positive impact of the amended restrictions, it is now proposed that they form the basis of a permanent parking control scheme for Seaton Carew.”
