Landlords required to make properties energy efficient

Private landlords in Hartlepool are being reminded that they must comply with new energy efficiency regulations from April 1st or their properties will be classed as sub-standard.

And those who flout the new rules by renting out, or continuing to rent out, sub-standard properties could face financial penalties, say council officials.

Energy efficiency ratings range from A-G - A being the most efficient and G the least efficient - and the new regulations means that properties must have an Energy Performance Certificate (EPC) rating of between A and E.

Energy efficiency is measured by taking a number of factors into account, including the presence of double glazing or roof insulation, and the results are published on a property’s EPC.

Ian Harrison, Hartlepool Borough Council’s Trading Standards and Licensing Manager, said: “From April 1st properties with a rating of F or G will be regarded as sub-standard and will no longer be allowed to be rented out - even if there is a tenant in place.

“Landlords who rent out – or continue to rent out – sub-standard properties that have an EPC rating of F or G after April 1st will face financial penalties of up to £5,000 per property.

Mr Harrison added: “We would advise all landlords to take immediate action to ensure that they will comply with the law on that date. After all, it is in everyone’s interests to ensure that energy is not wasted trying to heat inefficient homes.”

Government grants may be available to help cover the cost of making efficiency improvements and, in very limited circumstances, sub-standard properties can continue to be let out.
