20mph speed limit approved for section of Elwick Road
Published Wednesday, 15th March 2023Councillors have approved the introduction of a 20mph speed limit on a section of Elwick Road in Hartlepool to improve road safety.
The new limit is to be implemented between Catcote Road and York Road, and will also apply to the residential streets to the south which can only be accessed from Elwick Road. Residential streets to the north already have a 20mph limit in place.
The new 20mph limit was approved at a meeting of Hartlepool Borough Council’s Neighbourhood Services Committee.

Councillors heard that there have been five accidents resulting in injury since 2017, and the police – the agency with speed enforcement powers – support the introduction of a 20mph limit.
Councillor Shane Moore, who chaired the meeting, said: “Whilst members noted that consultation on the proposal had resulted in letters of both objection and support, they shared the view of highways officials that on balance the new lower speed limit should be introduced on road safety and casualty reduction grounds.”
