I have received a Charge Certificate
You received a Charge Certificate because you did not pay or appeal your Penalty Charge Notice (PCN) within 28 days.
This can happen if you did not respond to one of the following:
- a Parking Penalty Charge Notice (PCN)
- a Notice to Owner
- a Notice of Rejection (NOR) of Representations
- a dismissed appeal from the Traffic Penalty Tribunal
What you can do now
Pay the PCN
A Charge Certificate increases the amount you owe by 50%.
- you have 14 days to pay the increased amount
- payment must be made in full
If payment is not received within 14 days of the Charge Certificate being issued, an Order for Recovery may be issued. This will come from the Traffic Enforcement Centre (TEC).
If this is the first letter you have received about the PCN
If this is the first letter you have received about the PCN, or you made an appeal but have not received a response:
- You must wait to receive an Order for Recovery.
- The Order for Recovery will include a Witness Statement form.
Completing a witness statement
You should complete the Witness Statement if one of the following applies:
- you did not receive the Notice to Owner
- you appealed to the Council but did not receive a response
- you appealed to the Traffic Penalty Tribunal but did not receive a response
Send the completed Witness Statement to the Traffic Enforcement Centre (TEC).
The address is already included on the form.
What happens next
If the TEC accepts your Witness Statement:
- we will contact you by post
- you will be told what to do next
- you will have the option to pay or make representations against the PCN
If you could not respond due to extenuating circumstances
If there were serious reasons why you could not pay or appeal earlier, you should contact us as soon as possible.
You must:
- explain why you were unable to respond
- include supporting evidence where possible
Email the parking enforcement team
If you received a Notice of Rejection and could not appeal in time
If you were issued with a NoR of Representations and could not appeal within 28 days due to extenuating circumstances, you may be able to make a late appeal to the Traffic Penalty Tribunal.
You must:
- explain why the appeal was not submitted within 28 days
- include evidence to support your circumstances
