I have been visited by Enforcement Agents
Enforcement Agents have contacted you because:
- you received an Order for Recovery, and
- you did not pay the debt or submit a Witness Statement within 21 days
At this stage, the debt has been passed to Enforcement Agents to collect.
What this means for you
Once an Enforcement Agent has been issued with a warrant of execution:
- you can no longer appeal to the Council
- you should contact the Enforcement Agent as soon as possible to arrange payment
- additional fees may be added to the amount you owe

Eligibility for a Late Witness Statement
In some circumstances, you may be able to apply to submit a Late Witness Statement.
You can only do this if one of the following applies:
- you did not receive the Notice to Owner
- you appealed to the Council within 28 days of receiving the PCN and did not receive a Notice of Rejection of Representations
- you appealed to the Traffic Penalty Tribunal and did not receive a response
- you paid the PCN within 28 days of the Notice to Owner
You must not apply for a Late Witness Statement for any other reason.
What you need to complete a Late Witness Statement
You must complete both of the following forms:

Form TE7 – application to file a statement out of time

Form TE9 – witness statement for unpaid penalty charges

How to submit the completed forms
You must send the completed forms directly to the Traffic Enforcement Centre.
Do not send them to Hartlepool Borough Council.
