As of the year ending March 2024, the number of Children Cautioned or Sentenced in Hartlepool has fallen over the previous decade. Boys consistently make up over 80% of children involved in offending and most children Cautioned or Sentenced are aged between 15 and 17.
Hartlepool Youth Justice Service (YJS) has made significant progress in reducing the number of First-Time Entrants to the Youth Justice System. However, reoffending remains a key challenge. Data from 2024/25 shows fluctuating reoffending rates across quarterly cohorts:
- Q1: 20% (3 of 15)
- Q2: 20% (4 of 20)
- Q3: 32% (7 of 22)
- Q4: 20% (3 of 15)
These figures reflect small cohort sizes, where a few individuals can significantly impact overall percentages. Many children who go onto re-offend are linked to criminal peer groups or are exploited by adults, highlighting the need for early identification and targeted support.
Of the 126 proven offences in the year ending March 2024, over a third (35%) were for violence against the person. Burglary (13%) and motoring offences (11%) were also common.
There were 46 Youth Cautions and Court sentences in the year ending March 2024. A figure which has reduced significantly over the last decade. 78% of the Youth Cautions and sentences in the year ending March 2024 were a first-tier outcome and 11% were a community outcome. 1 sentence resulted in custody.
