Legionella – risk assessment and routine monitoring
The Consultancy Services Section (formerly Building Design & Construction) was formed in 1996 and includes a specialist team providing legionella monitoring, management and control services which provides monthly monitoring in line with the ACOP L8, 'The control of legionella bacteria in water systems' and risk assessments to conform with the ACOP L8, HSG274 Parts 2 & 3. Copies of these documents are available free to download from the HSE's website.
The Approved Code of Practice gives practical advice on how to comply with respect of those specific matters on which the Code gives advice. You may use alternative methods to those set out in the Code in order to comply with the law.
However; the Code has special legal status. If you are prosecuted for breach of health and safety law, and it is proved that you did not follow the relevant provision of the Code, you will need to show that you have complied with the law in some other way or a Court will find you at fault.
Using the services of the Consultancy Services will ensure that all regulations and legal requirements are met.
Risk Assessments:
Legionella risk assessments, to BS8580, for the school buildings will carried out and reviewed on an annual basis.
Routine Monitoring:
Following completion of the risk assessments, a water hygiene risk management programme will be produced for each school building (based on information identified within that risk assessments).
This programme would also identify where the responsibility for undertaking each task would fall, e.g. Council personnel or specialist company etc, in order to ensure full compliance to the requirements of ACOP L8 (2013) & the associated HSG274 Parts 2 & 3. This will also include a timetable and indicate a priority list for each task.
The water hygiene management programmes are based on the Table 2.1, HSG274 Part, pages 31-33.
To carry out monthly Legionella monitoring in-line with the ACOP L8 (2013) and the associated HSG274 Parts 2 & 3. The provision of service attendance reports for each visit which will be held on the electronic Legionella management system.
The electronic Legionella monitoring system, AquaAdept provides real-time data collection and a fully traceable recording system which meets all the requirements of the ACOP L8. All those responsible for the school site can be provided with suitable access to this system. It is the schools responsibility to sign in and review all attendance reports and where possible arrange for any further investigations and or repairs.
