Workforce Support

Human Resources

We have an excellent understanding of the needs in Hartlepool and an in-depth knowledge of Hartlepool's Schools. We strive to operate at the highest standards of professional competency, conduct and confidentiality and to provide advice and assistance in accordance with the requirements of all relevant education and employment legislation.

The aim of the Human Resources (HR) Service is to work with Headteachers and Governors to support the achievement of efficient and effective management of schools through the provision of a high quality, cost effective and comprehensive service delivered by qualified and experienced HR Professionals.

The Local Authority HR Service provides a comprehensive HR advisory service open to all schools and academy schools in the Hartlepool boundary. This all-inclusive option allows schools and academies to make an upfront one off payment for HR advice and guidance services as detailed in the SLA for the year and therefore provides the security that HR support is available when required.  Your school or academy will be allocated a named HR Advisor to provide support for your school and should the complexity of the school issue warrant it there is a full team of HR professionals available to support.

The Local Authority HR service enables schools to utilise the employee relations strategic framework set up for the Local Authority and supports the negotiation of collective terms and conditions contractually binding in the Single Status Agreement, including the job evaluation processes.  The framework includes the negotiation of non-teaching staff pay, terms and conditions and consultations systems for policies and procedures.  This gives schools the reasurance that they have a fair and transparent pay system for their support staff which is regularly reviewed to ensure it meets schools and academies needs and minimises equal pay risks.  Schools will be supported in designing staffing structures and individual jobs to meet business needs and ensure that employees pay reflects the jobs being undertaken now and in the future.  Headteachers will also have immediate access to the latest version of the Single Status Agreement.
