Eligibility and Process
Who is Eligible
Hartlepool Borough Council is working with Pacifica Home Services to help qualifying households benefit from free energy saving measures.
To be eligible for the scheme you must:
- Be a Hartlepool Borough Council Resident
- You must own your home
- Your home must have an EPC energy rating of D, E, F or G. If your property does not have an EPC rating, please contact us and we will arrange for an EPC to be conducted
- You must also fall into ONE of the following categories:
- Your total household income is less than £30,000 a year OR
- You, or any permanent resident of your home is receiving a qualifying benefit.

What is the Process:
If you meet the critieria above, the process is as follows:
- Complete an online application form at: www.hartlepool.gov.uk/sustainable-warmth-scheme
- Once your eligibility has been confirmed, an appointment will be made for a technical survey of your home.
- Once the survey is complete and the funding is confirmed, we will arrange for your new heating system to be installed at your convenience. Work usually takes 1 - 2 days.
