11.1.6 Evidence summary

Hartlepool Borough Council produces an annual / bi-annual Permit Scheme report which contains a number of KPI’s focused on inspections and permit durations etc. View the latest report

Hartlepool Borough Council attends a quarterly coordination meeting with neighbouring Councils and utilities where upcoming schemes are discussed and programmes of work are distributed, this enables any non urgent schemes to be brought forward prior to carriageway resurfacing where possible.

Hartlepool carried out an informal review of its traffic sensitive routes in late 2025 mainly to ensure that no winter gritting routes were included. No changes were deemed necessary.

11.1.7 Further context

Hartlepool Borough Councils permit team consists of two Permit Officers and two Streetworks Inspectors. The Permit Officers  carry such tasks as querying and granting all works permits as well as managing other highways licences whereas the Inspectors are more involved with the day to day site management of current works across the Borough. The Permit Team tries to be as pro-active as possible by communicating directly with contractors when issues occur on site by arranging informal site discussions etc, this has gone a long way in developing solid relationships between ourselves and utility companies and has resulted in problems being rectified with minimum fuss
