HBC manage the highway maintenance programme in house via the Consultancy Services which contains Highway, Structural and Drainage Engineers amongst others.

We operate highway maintenance under a 3 year contract and HBC staff monitor submissions and rates against the NEPO framework to ensure we always receive best value for money. The current contract involves bringing the network to an acceptable standard to enable other surface treatments (alongside resurfacing) to be included in the programme. One area of concern are the concrete roads in the town, of which there are several, and the possible need to introduce a method of preventative maintenance which would prolong the life of these roads.

Reactive pothole repairs are carried out via in house works gangs. Single visit repairs are always encouraged but for many traffic management planning is required and therefore temporary repairs are usually implemented initially.
