Seaton Carew Parking Charges

The Neighbourhood Services Committee recently considered a report concerning parking charges in Hartlepool. The report contained a proposal for the inclusion of several new parking restrictions in Seaton Carew which predominantly involved the introduction of on street pay and display parking charges, along with three of the managed off street car parks at Coronation Drive, Rocket House and Coach Park. In addition the scheme creates limited waiting disc parking areas and provides dedicated “business parking bays” to assist businesses operating within the controlled parking zone. 

The restrictions will be operational from 1/4/17 and will be enforced 7 days a week (including Sundays and bank holidays). A pay and display charge will apply in designated areas of £1 for up to 2 hours parking, £1.50 for up to 4 hours parking and a £2 daily charge. All the restrictions will be introduced on a seasonal basis under a seven month experimental traffic regulation order. Thereafter the impact of the scheme will be evaluated and assessed before Members consider a further report and make a decision on the longer term future and continuation of the scheme. 

The close proximity of some residential properties in relation to the new parking restrictions will inevitably lead to some expected traffic displacement. As a consequence several resident permit controlled areas are proposed which will provide formal traffic management and ensure residents have a degree of traffic control and parking availability. For the initial 7 month trial of the scheme, each residential property has been provided with two parking permits free of charge. Requests for additional permits can be made and will be charged as follows:

1st and 2nd permit – Free
3rd permit - £5
4th permit - £10
5th permit - £20
